APERC – Fuel Surcharge Adjustment for the period September 2004 – March 2005 Orders -Issued.

  1. Under clause 45-B of Commission’s Conduct of Business Regulations as amended vide Regulation No 1/2003 read with Section 26(9) of AP Electricity Reform Act, 1998 (No. 30 of 1998) and Tariff Order for 2004-05, additional fuel and power purchase costs have to be passed on to all non-agricultural consumers as Fuel Surcharge Adjustment (FSA) on monthly basis. 

 

  1. APTRANSCO has submitted FSA claims for (a) September and October 2004 vide its letter No. CE/Comml&IT/ADE-1/F-FSA/ D.No.884/04, Dt: 21-12-2004 and submitted revised proposals for these months vide letter No. CE/Comml&IT/ADE-1/F-FSA/ D.No.151/05,       Dt: 24-02-2005, (b) November’04, December’04 and January’05 vide letter No. CE/Comml&IT/ADE-1/F-FSA-2004-05/ D.No.272/05, Dt: 16-04-2005, and (c) February and March ‘05 vide letter No. CE/Comml/ADE-1/FSA/D.No.380/05, Dt: 31-05-2005. The Licensee’s FSA filings are in compliance to Paragraph 471 of Tariff Order 2004-05 read with Amendment /Regulation No.1 of 2003 to APERC (Conduct of Business) Regulations.  The month-wise FSA claims are given in the following table:

  1. It is noted that the FSA claims have been worked out, inter-alia, on the basis of following:

(a)    Estimated monthly income tax amounts have been considered for Central Generating Stations as follows: (a) NTPC (SR): Rs.2.3978 Crs. / month, and                                (b) NLC: Rs.2.57 Crs./ month.

(b)    In respect of independent power producers, estimated incentive amount per month as adopted in earlier FSA proposals Rs.2.57 Crs./month has been considered.

  1. As per Regulations, FSA is to be calculated on the basis of difference in the actual weighted average variable cost adopted in the Tariff Order for the power purchase quantity mentioned in the Tariff Order. After careful consideration, the Commission approves the proposals, as per the following table, on a provisional basis subject to adjustment of any amount arising out of any Merit Order violation or any other discrepancy causing excess recovery from consumers coming to the notice of the Commission at a later date, and also subject to adjustments with respect to Srisailam Left Bank Power House payment mechanism being arrived at, and actuals in respect of the items mentioned in Paragraph 3 above:

  1. The Commission also directs that the surplus, if any, arising out of the FSA amount already levied and collected for this period that now leviable as per this Order may be kept in a       non-drawal bank account under intimation to the Commission till the Commission makes necessary adjustments.

 

  1. The Licensee is directed to submit compliance of this order within 30 days.
