APERC – Fuel Surcharge Adjustment for Quarter-I of FY 2005-06 (April 2005 – June 2005); Orders -Issued.

  1. Under clause 45-B of Commission’s Conduct of Business Regulations as amended vide Regulation No 1/2003 read with Section 26(9) of AP Electricity Reform Act, 1998 (No. 30 of 1998) and Tariff Order for 2005-06, additional fuel and power purchase costs have to be passed on to all non-agricultural consumers as Fuel Surcharge Adjustment (FSA) on quarterly basis. 

 

  1. APCC had submitted FSA claim on behalf of the four Distribution Companies for the First Quarter of FY2005-06 (April to June) in letter No. CE /Comml&IT/ADE-1/F-FSA05-06/ D.No.658/04, Dt: 13-09-2005. Clarifications on Bills submitted in the proposal, were furnished vide letter No. CE/Comml&IT/ADE-1/F-FSA05-06 / D.No.803/05, Dt: 11-11-2005.
  2. The Licensee’s FSA filings are in compliance to paragraph No’s 375 and 478 of Tariff Order 2005-06 read with Amendment /Regulation No.1 of 2003 to APERC (Conduct of Business) Regulations. 
  3. The Ist-Quarter FSA claim is given in the following table:

  1. It is noted that the FSA claims have been worked out inter-alia on the basis of the following

(a)    Power Purchase Cost of SSLBH as per claims of APGENCO

(b)    Adjustment in the Bills for current period and pre-period payments on water cess of Simhadri and with regard to FPA of RSTP and for Talcher –II.

(c)    The fixed costs paid to generators.

6.      As per Regulation FSA is to be calculated on the basis of difference in the actual weighted average variable cost adopted in the Tariff Order for the power purchase quantity mentioned in the Tariff Order. After careful consideration, the Commission approves the proposal on a provisional basis as per the following table subject to adjustment of any amount arising out of any Merit Order violation or any other discrepancy causing excess recovery from consumers coming to the notice of the Commission at a later date.

  1. The Commission directs that the difference in the FSA amount levied for Quarter-I (April to June, 2005) and now leviable for the Quarter as per this order may be given as credit to the consumers for the Billing month of January 2006.
  2. The Licensee is directed to submit compliance of this FSA order within 30 days of its issue.
